CAGD Clarifies Payroll Validation Process for Teachers’ Promotions
Accra, Ghana — September 27, 2026: The Controller and Accountant-General’s Department (CAGD) has clarified the process for validating and processing salary adjustments arising from the promotion and upgrading of teachers.
The clarification comes amid concerns from teacher groups over delays in the payment of promotion-related salary adjustments and arrears.
According to CAGD, its ability to process promotion-related salary adjustments depends on the submission of the required documentation by the Ghana Education Service (GES), which serves as the employer.
CAGD says 6,079 cases have been processed
CAGD stated that, as of September 22, 2026, it had received 6,079 completed promotion cases from GES out of an expected 58,620 cases.
The Department said all 6,079 cases submitted by GES had been processed and paid, including applicable promotion arrears, as part of the September 2026 salaries. The arrears are applicable from January 1, 2026.
CAGD therefore explained that outstanding payments relate to cases for which the necessary documentation has not yet been submitted by GES for validation and payroll processing.
